Why doesn’t he accept or deny my follow request on Instagram?

well he “was” my crush, we have never talked. he’s good looking and I don’t know much about his personality, One thing I can say is he seems to overrate his goodness.
Although he has a girlfriend, I noticed he looks at me as much as I look at him and after a while I tried to look at him secretly and every time he was checking me out. Acutually that gave me the courage to send a follow request. I know he checks instagram, he has about 400 followers and please don’t think about the low chance of not recognizing me.
I’m an average looking girl. He is 24.
Even after 2 months of sending the request, he still looks at me every time I’m around. I don’t know if that’s what he does to other girls also or not.
