Guys, Why is my crush keeping tabs on me?

We follow each other on instagram. Since June las year he has watched almost 90% of my story updates and sometimes quickly too. I don't even post selfies.
When I update my story I post multiple stories at a time and he watches all of them. On average I update my story once a week.

Yeah it's long story.. He used to check me out a lot when he saw me in public. We haven't seen each other in couple years. We never were friends or anything.

This guy that I was talking about after I noticed him watching constantly my story updates I decided to dm him. At that point we've been following each other for a while. This is our actual conversation. What do you think of it:

I responded to one of his story update that was about a new movie that he went to watch. I wrote him" Hi what do you think of the movie. I'm interested in watching it. What are your thoughts? "He replied to me quickly like in 2 mins. He was like "I thought it was a good movie and it was kinda dark. It isn't for all people. I was like" yeah that's what I thought too". That was the end of our conversation.

Then some time passed. Then he saw my update about me graduating from university and he commented my story. He congratulated me with exclamation mark and emoji. He only knows my first name because of our mutual friends. We've had very short conversations before that irl and one very short conversation on social media. When we talked on social media I commented on his story that time and he replied to me right away.

Don't read into response times, that could just be a factor of not being busy or always having ur phone with you.
He sounds retarded for not continueing the conversation but I dunno you like him so make your move if you want something out of it, even if it might just be physical relationship is what you will have to decide on

Id suggest liking his pictures to get his attention if ur not doing that already. And only like the ones u genuinely like otherwise it will make you look weird. If no luck from him ask him more movie questions lol and see if he starts a convo. If he doesn't I'd give up and find someone else
