First understand that sex can be different between men and women. Women equate it to emotion far more than men do. That doesn't mean sex can't be more emotional for men, but especially in younger men its more hormonal. And, that doesn't mean that there isn't real feeling behind the hormones. However that does mean they tend to view things like making out differently. Whereas you're making out with emotion and just enjoying the feeling of being close to him, making out to him feels like the green light to have sex and thus he let's down his guard and allows the hormones to flow. You have every right to say no at any point, and he shouldn't be angry with you for that. Its possible he knows that too and was legitimately sorry after his hormones calmed down, thus the kisses could have been with real emotion. Try being upfront with him before you become intimate with him. Let him know that its not going to lead to sex, but you want to be close with him. Be respectful of him too though and try not to get upset with him if he doesn't want to make out then because for him it just leads to hormonal disappointment. Talk to each other and find a middle ground with intimacy where neither of you are unhappy. If his feelings real, then he should want that. As for of he's cheating, there's no way to know by the information divulged. He could have literally been texting a friend that he got rejected again and laughed at the response. Do not feel ashamed for rejecting him, again you have every right to.
