He acts jealous and then says he's just joking?

The guy I've been talking to (not exclusive) for 2 months keeps getting jealous when he thinks I'm out with other guys. He is the one dragging his feet on being exclusive so he has no right to be jealous. Every time I call him on it, he says he's just joking - but to me, he's too aggressive to just be joking. Help?
