I went to a bar with some friends and this guy that’s a former coworker started playfully twirling my curly hair around his fingers and was complimenting it and saying that it was pretty and that I should wear my curly hair more often

First of all if you allow somebody to just touch you that shows you have no boundaries. Secondly he saying all that because he sees you as an easy person that manages going to use you as an easy lay. And lastly, he's gassing your head up because he wants to hop in bed with you that's all he wants.
