I think it's just about a certainty that if he's stealing glances, he likes the girl and thinks she's pretty.

We wanna look but also know that staring can make a girl uncomfortable. This is the compromise stare till your caught then look away.

In todays landscape it could be anything. Simple physical attraction, a desire for more but to timid to make a move, attraction but not willing to risk being labelled as something negative.

Same reason we would want to look at anything that's beautiful, we like the way it looks. But we don't want to seem creepy or weird you out by getting caught looking just in case you dont want us looking.
