Guys, Will you stare at someone if you're not interested? And if you are interested will you approach a woman?

I have this eye contact game with a trainer from my gym. I noticed he looks at me a lot too. One day he caught me staring at smiled at me and I giggled. Since then, he looked at me and was checking me out but when he was making eye contact with me he wasn't smiling and it made me think I might making everything up or maybe he already has someone. Anyway, I don't see him making any effort to approach me.
I'm not the most approachable person in the world, I always get told to smile more because I look angry.

Depends on the guy. Sometimes I stare funny at some one to make them laugh just to make them happy, if they are interested they probably won't approach you especially if its at a gym he works at. Most girls consider it annoying or gross to be checked out at the gym, so men try to be polite and keep to themselves, if he works there even more so because he could lose his job if a girl takes offence. In this situation you will have to take the first step and it would be best as he's leaving/left the gym.

There is a difference between attraction and interest. Bottom line: all that staring crap really means nothing unless it comes with an additional action (him approaching you)
Side note: personal trainers are notorious players... think about it.

Well he followd 2000+ accounts on IG. Most of it are girls. He does look like a flirt but I'm not considering him as a serious relationship anyway. Just something casual...
