Why does he engage me if he doesn't want to cheat again?

A couple of years ago I had sex with a guy while he's in a relationship. After we had sex a year later he tried again but I didn't meet up with him. Over the summer when he saw me wearing a sexy dress. He asked me if I was trying to make things difficult for him. Recently I asked him if I could massage him (I'm a Massage Therapist) and he said he would love to but that he didn't think it was a good idea. And that he was trying to be a good boy. Then when I saw him the other day he said hi and told me he liked my scarf. I asked him if he still had my number and he said yes.

I don't know why he still engages with and still has my number (that I gave him a few months ago) if he's trying not to cheat.
