It does not have to be subjugation but it could be.

Subjugation is quite a strong term. When one stares into someone's eyes, it could be for multiple reasons and not just subjugation.

One could stare at another person's eyes to draw attention or to express a feeling such as passion or hate for example. It all depends on the context why a person stares in the eyes of another human being.

An adult could stare in a child's eyes because the child did something bad and the stare could be a look of disapproval rather than anything else.

The context of the stare is the determining factor.

I don't know about other guys but I'm on the spectrum and I tend to stare when talking to someone. I don't mean anything by it. Its just the way I am. I've spent most of my life in front of computer screens and I think its as a result of that. I'm used to staring straight ahead.
It can creep some people out but making eye contact shows you're interested in what the person is saying.
