What does it imply when my husband’s sister-in-law’s brother kissed my hand?

Quick summary :

I've known my husband's sister-in-law’s brother, let's call him Jake for the time being, for over 7 years... We usually meet at family events, but we don't have each other's phone numbers.

Jake has always been chivalrous to me since the beginning, even when I was just girlfriend to my husband back then.

During family gatherings, he would get me drinks, hold doors only for me ( I had noticed that often), get me some food, and had always kept me company throughout the event.

Due to Covid restrictions, I haven't seen Jake in over three years. We recently had a BBQ at my husband's brother's house, and Jake joined us.

When it was time for Jake to leave and my husband was standing next to me, he came up to me and extended his hand behind my husband's back, I thought he was going to shake my hand, so I extended my hand into his and he took me by surprise and kissed my hand and he whispered it was nice to see me and he had a great time with me and hope he can see me soon next time... he had never done such things before in those 7 years and I mean, I used to think he liked me because of the way he was around me, but I wasn't so sure.

So, after not seeing each other for a couple of years, has he developed strong romantic feelings for me?

To be honest, I'd like to know what you think about Jake's actions and behavior.

Note: I'm from the US, and I know such gestures are common in England, but I never saw it happen here when I was growing up.
