so there's this boy and were not dating but people say we act like it and they think we are anyways today we were sitting at school together on a couch and he saw my leg next to his he looked at it and put his leg on top of mine over it and left it there for a min or so. What does that mean?

Love language is probably touch or something and he is trying to be sneaky and casual about "cuddling" you. I don't know it gives butterflys sometimes to just lightly touch someone you like. Things like bumping shoulders/shoes or legs, or brushing hands. (Not in a creepy way or touch them inappropriately)
If you like him back just make it obvious and flirt with him, give him eye contact. Let him make his move though unless its taking a super long time because he is scared. If you don't like him and certain you are willing to give up a relationship with him, then the best thing to do is probably just ask him if he likes you. If answer is yes then kindly reject him and do what you want with the friendship. If answer is no then great.
