Does my guy friend just want to sleep with me?

He's putting in the effort to be a best friend - a lot more than my other guy friends. Like we can talk about anything and everything and it's fun conversations all the time. Even about deep stuff and painful things. He's told me about having a small dick and how much he suffered in romantic encounters. He's a lot more open to me venting to him about some deep hurt. He's open about sex and encourages me to have sexual encounters and get on Tinder. But I have a feeling that this could be a long con? Does he care about me as a person at all, or is it all a ruse to get me to sleep with him?
