You can't tell at just by only one time if certain things remain constant then it can be said that he is interested in you but if you have to be sure ask him.

I have asked a guy in the past before because I was unsure, then he seemed like he was uncomfortable and nervous. He changed a conversation.
We ran into each other about 2 more times and it seem like he was going to ask me out, but was nervous again.
At that point, I just moved on from him and the mixed signals.
(Also, we went to the same high school together but, we were not close friends.)

If you don't even know the person's name, they are a stranger. Anyone I know nothing about, I'm not going to be romantically intrested in. And anyone I've known for a long time, already knows what kind of girl I like, because friends just talk about that sort of thing in passing conversation, so flirting wouldn't be needed to convey interest, just time spent with her andgetting along, at some point during that it just kind of happens.
