Is this guy betraying my friendship with him?

We've established a friendship in court (yes, for real), but only right after he sat next to and introduced himself to my mom. He's 24 years old, and I'm 22, so we are close in age. He has a military background and he is all about God and America. He seems to be really conservative. Me personally, I'm more libertarian (not liberal, because there is a difference between the two... I'll explain below).

Libertarian- an advocate or supporter of a political philosophy that advocates only minimal state intervention in the free market and the private lives of citizens.
Liberal- a supporter of policies that are socially progressive and promote social welfare.
Conservative- a person favoring free enterprise, private ownership, and socially traditional ideas.

If anything I lean closer to "conservative" than "liberal". Being religious myself pushes me personally even more to the right.

Anyway back to the topic, we went to the gym for some of the first few weeks since we have started our friendship. Sometimes when he is late to the gym or he doesn't even arrive at all, he'll say sorry he's f*cked up, he's drunk, etc. I don't drink, but he does.

Three weeks ago on Sunday, he promised he would text me Tuesday to see if I have recovered. But he didn't text me on Tuesday. I texted him on Thursday asking him "how you doin?", I miss you bud, when you free to meet up?


After talks with my therapist and my case manager, I have decided to send him even more texts. I said, "Hey man, wanna come work out?" Instantly, he texted me saying hey man just got my phone back online over the bills. I told him basically that it sucks and asked him again when he's free to meet up. He said to let him deal with "(his) crap first" and he would see me "next week". He literally sent me subsequent texts discussing his bills and he said he would discuss "some family BS" in person.

The last text I received from him was June 7th. Today is June 20th and I still have yet to see this guy.
