Nah. It's just the way men think. He's comfortable with the relationship how it is; there isn't really a need to change it if things are comfortable and they work.

If there's not a good reason to do it, then no. Weddings aren't cheap, and marriages have a significant longer-term risk for men in the form of financial and legal exposure. If he is already getting the benefits of a committed relationship with you, there isn't an incentive for him to formally ask your hand.

In this case, the problem is that you rejected him for friends with benefits, but not necessarily as a friend and there isn't really an understood "correct" way to handle a situation like that. Some women reject guys and absolutely can't handle the thought of being around the guy anymore. Other women reject guys and have no problem with him being around at all.
