It's common for people to skulk and scope each other out on SM. Especially for those who are shy and have trouble making conversation. He's basically spying on you, but doesn't want you to know what his eyes are lingering on. He's being a voyeur. It's socially acceptable to some nowadays, but also kind of creepy to some.

Guys do this all the time. He thinks you’re hot or is somewhat interested and just wants to view your posts and be friends with you online. He might also be waiting for you to approach or slide into his dm first him first or he’s the kind that just adds anyone they know maybe to gain more followers.
