Why my classmate guy talks to my frnds about me saying not so okay stuff but still sends me follow request on Instagram?

He is brother of my frnds boyfriend , he has talked about me to my frnds that I m very talkative and jolly Person I should speak less, my frnd told me about it but I just ignored then I saw him noticing me in my class a lot , many times he took advantage and teased me over the stuff I said , for example once my teacher told me to note the lecture and I was in a chaos that I have it already on my keybook why should I note it , so I unconsciously uttered "sir it will waste copy pages " , everyone laughed I regret but he kept teasing me for 3 days about it like ecem soemtimes he and some of his frnds would say " aww" on the things I do , I feel very angry but I ignored them but one day one of my frnd insulted him That he is crossing limit in teasing , why would he send me follow request on Instagram if he doesn't like me at all when he and I have such a bad impression on each other.. what's going on his mind.
