Why does he want to be friends?

I have a male friend. I have feelings for me. We have common values and goals. We were best friends and hanged out almost everyday. We have had sex a couple of times and cuddle often. We both say that we haven't found understanding like this ever before.

Recently we had a fight because he ignored when I was feeling bad and wasn't there when I needed the most. I tried to get rid of him but he doesn't want to let me go and still wants to be friends.

Why he says he only sees me as friend and there is nothing romantic between us? And why can't he let me go if it is like that? Nowadays he doesn't want to sleep with me because he feels uncomfortable about meaningless sex. Also, he just started dating someone else.
