I would feel terrible, but I think it would just make the wound deeper and cause confusion. It may give them a sense of false hope and that their could be a chance. It's best to keep distance so they can grieve and eventually get over the person.

If he talked to me about it yes sure. Only if he let me know and wanted to talk about it. But I would be hesitant because it happened before that a guy opened up to me about it only to try his shot with me once more, confusing my friendliness with flirting or trying to using the moment for flirting rather than actually needing comfort.
