We had a drunken fight 3 weeks ago that I started. I have attempted to make amends and apologies sincerely since then. He’s still distant and doesn’t touch me or seems grumpy by my presence 3 weeks later. We haven’t had sex and we normal do multiple times a week so I’m dying inside. Is this too long?

The issue isn't resolved for him, even though you did apologize.
Perhaps it's about a bigger issue altogether, related or unrelated to the smaller issue.
Or, perhaps the particular issue feels unresolved to him.

Yes and No. He seems to have a grude problem, where he can't let that thing go. Sooo yeah, it's normal but not good.

See what the actual hell is wrong with him to NOT let go. Something is bothering him to the point it's clouding his mind. So try and see if you can fix it for him. If not... this relationship isn't going to go down a good road if this keeps up
I’ve asked him why it’s taking him so long this time because normally we are able to get over fights, he just said it’s different this time I really pissed him off
