Is my ex scared to make the first move or that he’s not interested enough or is it that he’s afraid that if he falls for me he’ll get too close?

Basically I’ve been laying close attention to my ex boyfriend’s actions and I’m not sure if he’s sort of sending mixed signals due to him being conflicted or confused because he doesn’t let me inside his house any more or kiss or hug me like he did before he got into a another relationship but now that him and that person isn’t together any more since they broke up last month in December he still doesn’t want to kiss me or hug me like that any more I don't know if he doesn’t want to get too close because of him getting hurt again or him being scared because even when he was dating the female who he just had a break up with he was constantly blocking and unblocking me on social media and he was also watching my story on Instagram and or social media and I got a random video call from him last month where he was asking me about someone but insisted on telling me that he had seen me walking and that he had been on my Instagram page and then he changed the conversation to talking about my clothes he tried to make a joke out of it but was being flirty as well because he know he likes the type of clothing I wear especially when we were dating but even when he broke up with his recent ex he was still looking at my page on social media his actions are confusing still and I need answers

What do you mean because he’s horny that has nothing to do with it because it’s not like he asked me for sex or any of that and we haven’t had any type of sexual interactions or Intercourse every since we broke up back in may

He dumped me back in may and found someone who he clearly want into like that because they only dated for like 2 months
