Is it normal and okay for a high school teacher to be checking out high school cheerleaders?

He doesn’t touch or flirt with them but he stares a lot especially in class. He checks out their ass and everything.
I just found out by my friends younger sister that he is still doing the same thing and everyone notices. He checks them out. Their legs and stuff.

Teachers have to constantly circulate in the classroom and make sure that students are doing their work, taking notes, not playing with their phones, not destroying property, not talking to their friends and passing notes, etc. They literally have to constantly watch students like a hawk while they teach. If a kid gets up out of their seat they have to be observant about what the kid is doing. They might just be going to throw something away in the garbage, sharpening a pencil, or turning in an assignment, but they could just as easily try to walk out of class because they get board and want to skip, or walk over to another student they are mad at and throw a punch, or pull out a gun and shoot up the classroom. Technically teachers are suppose to wake kids up that sleep, but many let it slide. Teachers are also suppose to check everyone’s clothing to make sure it’s within dress code. So if a girl is dressed really inappropriate they might say something and tell them to go to the office, but other teachers might be like is this really my problem I have so much other shit to deal with. Bottom line is most kids have shitty parents and this creates chaos in the school system. This means teachers have to constantly watch everyone.

Let's put it this way if a teacher doesn't look at you multiple times every single class, then he's not doing his job. He needs to focus on children, hopefully in a positive way to see that you are in the zone paying attention, taking your notes, understanding what is being taught, answering questions correctly, and behaving like a well disciplined young adult that is ready to succeed in the world. In reality it's a very mixed bag of shit and you have to constantly correct and get kids back on track so they don't mess up.

Its not okay. Its not normal. But its also not uncommon nor is it surprising. Teachers hit on us in high school all the time. Some had affairs with the students or with other teachers despite being married. I know one for sure who waited til she turned 18 then proposed to her (despite having slept with her all the years before). Creepy af
