Why does he not say a word to me, but he gets so close to me?

There's a guy I recently met. We met by the stairway, when I was going up and he was going down and we nearly bumped into each other, but never exchanged words.

The second time I met him was when I was seated alone. He passed by me really closely, which intimidated me but I hadn't realised that he had seated right behind me. I only realized he was there when his friends came to get him.

Ever since we only ever had brief eye contact any normal people would have. However whenever I was in a study room and he was there too, he would sit awfully close behind me and never uttered a word. In other instances if was sitting, he would come and stand so close to me.

But a recent occurrence took place where we had brief eye contact and I went on to attend my programming class. He followed, and he just got in the room, looked around, and left. He is also known to be quite the noisy one So my question is, why does this guy not say a word but gets close to me?
