Blocking then unblocking someone 3 times what does it mean?

Asking this question for someone I know. Why would a guy love bomb someone then block them then a few weeks later start talking to them again? Then block them again and start talking to them again but each time it seems like he's changing for the good. Is he just afraid she'll hurt him or is it because he really likes her and his feelings for her are scaring him?

in my opinion, the fact that he does this repeatedly means it’s tactical and manipulative. He wants things done is way, or to get what he wants, and when she doesn’t give it, this is him basically asserting ‘his way or the highway’. If she doesn’t abide, he leaves, but where she messes up is by taking him back, because she’s becoming afraid of losing him and would rather bend to his will than be firm in her boundaries.
