Guys, Why would he not have sex with me?

I’ve been seeing this guy for a bit. We’ve already had sex a few times and our relationship started out pretty heavy on the sexual side with photos, sexting and having sex. Since then, he’s slowed down on that, and he’s told me that he likes me and wants to keeping talking. He’s also told me that he’s still processing things with his last break up and told me everything that happened and why. He’s been very clear with me, and I haven’t really felt confused. We aren’t exclusive yet, and I haven’t pushed for it even though my anxiety wants to. Trying the whole go with the flow thing for the first time in my life! 😂 Both of us have been seeing other people (although for me he’s my top choice and im starting to not want to see others). We hang out about once a week and text nearly every day. This weekend we hung out and went to an event during the day together for the first time. He invited me back to his place and I assumed we would have sex since we’ve already had sex before. But instead, we cuddled, took a nap and then when we woke up, we took the dogs for a walk and sat on the couch and talked. He told me he had a lot of fun with me a few times and was smiling a lot. And we talked about seeing each other again before I go out of town. We kissed goodbye and he was smiling a lot then too. But I’m not gonna lie, I was thrown off that he didn’t try to have sex with me. Does him not having sex with me mean he’s starting to actually like me and not just trying to sleep with me like when we first met?
