Right or wrong?

There's this guy I was talking to & in the beginning everything was great! One day we decided to finally VC (Video Chat) or call each other. We both agreed to VC but he called me instead. I said "I thought we were going to VC tonight?" he says "Tomorrow because I'm laying down." I said ok. Tomorrow comes & we didn't VC.

A week passes & I ask for a pic of himself at his job. He says he'll send it on his break. He doesn't send it & says his job didn't give him a break. I said ok.

A couple days later we're talking & he says he's off today & he'll be free tonight. So I ask him "Can we VC tonight?" He ignores the question so I asked him again. "Are we VC tonight?" He goes "Yes lol". I say "Okay, after I finish eating dinner I'll let u know when I'm free." He says ok.
2 hrs later I text him saying I'm free now. He texts back & says "I'm helping my Grandma put up her Christmas tree, can we VC tomorrow." But he just told me he was free TONIGHT. I didn't text him back.

The next day he texts me Good morning. I text back & say "G'morning. I feel like ur hiding something from me or playing games & if that's the case I'll go ahead & let u go." LITERALLY WORD FOR WORD.

He gets MAD & says I'm insulting his intelligence, he's grown so why would he play any sort of games. He doesn't understand how I got to that conclusion & I can't be mad because he has other things going on in his life.

I told him I'm not insulting ur intelligence, I'm just saying how I feel.
He goes on to say his phone died so he couldn't tell me he was busy & since I didn't text him back last night then he decided not to text me to let me know that he finished setting up the Christmas tree. Then he says he can VC tonight if I want to but if I don't want to then he'll leave me alone.

I said I can't VC tonight because I had plans tonight. That's why I wanted to VC last night. He replies ✌🏾
My question is.. Should I had've been understanding when he was busy & agreed to VC the next day? Should I apologize?

Somethings I have to add because I ran out of space.
1. He lives in a different state than me but we went to the same school together and had mutual friends so I guess he wasn't a catfish

2. Every time he told me he was busy or working I was very understandable. I know he has a life and I never tried to make that a problem.

I find it strange that when you commit to do something, there is always an excuse to not stick onto the agreement. I find it also bizarre that he gets upset when you start questioning him about his attitude.

To me, that sounds as a huge red flag because I don't find that his attitude is fair. I would immediately assume that he is hiding something. Also, I think he is running out of arguments not to talk to you.

I would slowly distance myself from him and let him make the next move. Wait till he does video call you first before you attempt any new contact. If he does not, then you know that he is not really interested in you.

Sorry to say this But, I don't think your are not ready for each other as yet as you both want things RIGHT NOW sorry life is just not like that, so move on and come back later in a year or two.

Or he's playing games and making me feel like I should've just agreed to VC the next day and not feel some type of way about him switching up plans on me
