Is it weird that a guy took off his clothes after we worked out?

I (f20) do Taekwondo.
After finishing training, I went to the locker room to take my stuff and leave.
We only have one locker room since there aren't many women here and our place is small. Usually we change our clothes at the bathroom and only take our bags from the locker room.
One of the guys (22yo) I train with was there and we started talking. Mid talk he just started changing his clothes. I mean taking off the uniform and staying in boxers then putting on his regular clothes.
I didn't make a big deal out of it but I felt like it was really strange. I asked my friend her opinion and she said it isn't weird. What do you think?

If you’re in a coed changing room…. Then that’s what people do in there is change clothes. If you don’t feel comfortable using it. I wouldn’t go in there.


Now. If a man was using a woman’s changing room or a woman using a man’s I would have a problem.

We're not that close. We'll small talk sometimes but that's it.
I definitely felt weirded out by what he did but I didn't want to overreact

If it's a shared co-ed changing room, then it's shared, co-ed, and people will be changing/taking off clothes in it. He didn't think it was a big deal, obviously, since that's the situation. He might've used the bathroom if his underwear was coming off.
