Confusing mixed signals…what does he want?

There’s a guy who keeps asking questions about shy guys, trying to imply that he is interested (in me); but doesn’t know how to make a move. This is a guy I knew offline, who’s refused any kind of physical intimacy or dating with me previously and blows hot and cold all the time. What does he want and what is he expecting here? I don’t get it.
