Is belching and farting in front of others appropriate in your culture, without comment?

Without saying something like "excuse me", pardon me, attempting to cover up. Just open belching "blllluuuutttt" into open space, at dinner time?

Or is it just something that happens... air passing, and not worthy of apology, and such?

Nope. That's not acceptable behavior and especially not at the dinner table. I have traveled a little bit. I've been to Europe about 6 years ago. Visited 4 different countries with my dad (he was there for business) and I can say it was not socially acceptable there either. Not that I tested to see if it was since it isn't something I would do at home. Lucky me has control over my bodily functions. No need to apologize for something that I can just not do in front of other people. Now I'm not going to lie or pretend it doesn't happen. I just don't do it in front of others. Guys seem to celebrate this sorta thing far more than girls do. We tend to be more descrete about it whereas guys think it's funny. Not all but as a whole they do.

Some cultures it is respectful, some not. in my view it's rude.
have this issue with someone... how to train them... so they avoid issues elsewhere.

I agree it is rude. It isn't that damn hard to control bodily functions around others. I would at the very least say excuse me.
