I think women being attracted to those sort of guys is just to do with the growing acceptance of metrosexual men. It is becoming more popular (and therefore attractive) for men to be a tad more feminine, care about their appearance, etc.
Myself personally, do not find these sort of men attractive in any way. To me, they look too child-like I guess because they're all scrawny and "soft-cheeked", as if they haven't even made it out of puberty yet. I have always preferred the more masculine look of a square jaw, stubble/facial hair, broad shoulders, strong build, etc. I like the maturity associated with the look to be honest, and the stereotype of a manly man, as you put it, to protect and look after me.
Referring to whether or not its a phase, I'm not too sure. I think if anything, the most popular look deemed as attractive is as fickle as fashion. Fads come and go, as do what's "attractive".
All of this is entirely my own opinion and I know for a fact that there will be plenty of girls who both agree and disagree with me. But basically, there is no one uniform look of attractiveness. There are common elements but at the end of the day it is entirely down to personal opinion.

Personally I do find more masculine men more attractive than let's say Robert Pattison or Ryan Sheckler.
I think you should also keep in mind that your sister is 16 and movies like twilight or high school musical are mainly addressed t age group. In that age a guy who's big,muscular and dominant can easily become very intimidating, while guys like Zac Effron... look more like the boys the see in school everyday.
I agree with you that there is a tendency towards guys being smaller and younger looking I think as they grew older, most women tend to prefer more mature looking men.

I don't like 'feminine guys' or pretty boys as some people call them.I think men are supposed to be manly, I don't care if a guy doesn't gel up his hair, I prefer it if he doesn't, and I cannot stand fake-tan on a guy.I mean, how gay is that?Lol.I don't like the 'ripped' look either.My boyfriend is a naturally broad fella, he has big arms and is 'big-boned,' but he's not ripped, thank god.I also like men to have a bit of facial hair, I definitely prefer my boyfriend with a bit of stubble as to with a completely bare face.

It's not the kind of question women are generally honest about answering, unfortunately. You're definitely close to some kind of nerve with modern USA and also British women when you ask this kind of question, but I don't know the anatomy of this nerve.
Only the Tweens go for the gay non-manly boys (not men) these days =)

What makes a man manly?
I think the very concept of a "manly man" is a little silly, really. Isn't it essentially playing on traditional gender roles and whatnot?
I like pretty guys. I like more masculine looking guys.I like lean or skinny guys, as well as bulkier, more muscular, guys. I like guys who work with their hands. Guys who are more intellectual. most will not. it shows empathy toward their feelings and it shows a sense of security emotionally. most will take that over a manly man who would be possibly insentative.

Most, including me, have aspects of both. In fact, one could argue that any extreme of anything is undesirable.
From an objective standpoint, some of those men from those shows are good looking. If they can pull it off, why not?

Probably because your step sister is only 16. All of my girl friends, including myself, are 23+ and go for "manly men"...not skinny, unbearded, girlie guys.
