Usually most stares are never completely blank...if you catch him staring at you and he looks away real quick, then that probably means he was checking you out. If it is truly a blank stare and does not look pleasant, then he may thinking you're "fugly." Admiring and thinking someone is sexy is basically the same thing. I went with admiring from afar because that's usually what most guys when they "stare" at girls before they get up the courage to go talk to them.

It's probably a guy that really likes you physically and can't get his mind off you. Definitely not something to be ashamed of. He's probably saying in his mind something like "Wow she's pretty cute, I wish I had someone like her".
I sometimes do that, when I like a girl, and am to shy to do anything else, like talk to her, smile, or even say hi to her. By just looking at her, I'm admiring her, and thinking how cute she is.
