I was pretty skinny in high school. Been involved in fitness and working out for the past 7+ years and I can give you some cheat notes.
IF your not DEADLIFTING - SQUATTING - DOING DIPS - DOING PULL UPS - there is problem number one. You are NEVER going to gain strength and size doing bicep curls and tricep push downs... You need to load up on compound movements. Building muscle is more about building patterns of movement that focus on multiple muscle groups, rather than just exasperating a muscle over and over again. it needs the signal from your nervous system in order to grow. In order to build that signal from your nervious system you need to do COMPOUND movements.
You've got to train correctly in order to get results. MASTER form you WILL see results. Diet - Consume at least 1 gram of protein per lbs you weigh per day. 1500 calories over your base intake (whatever that is depends on what you weigh) look into these channels they will help.

I am also pretty lean. I have a 26in waist. I got over it and built a strong runner's body. I am not huge like my kid brother but I much strong than I look. The juxtaposition had worked to my advantage.
Don't worry about it. 18-24? Your body will fill out later in life. My dad was a twig, like me, but now he's pretty sturdy. It'll happen. But keep up what you're doing, you're definitely on a good track.
You can't just work the same area of muscle every time. You have to work out your ENTIRE body. Do some research or talk to a doctor if honestly nothing is happening
