First off let me say your beautiful and now have a little crush on you. Anyways though I struggled with the exact same problem, I became a huge fan of light weight high rep exercises which just tone preexisting muscle. So I squat super heavy the the gym to get a big butt, then the rest of my exercises are low weight. I'll do the inner thigh machine at 25lbs and do a bunch of reps (right now I'm at 50 and gradual increasing reps). I'm also a huge fan of inner thigh machines an hip abductors (and clam shells) I do all of these with resistance band. I started a month ago and am seeing great results! Don't be afraid to ask me any questions
Try sprint exercises. You'll lose body fat and gain a lot of lean muscle in your legs.
It's a common misconception that you can reduce fat in one specific area! You shouldn't be depressed about what I suspect is a totally normal body, comparing yourself to other people is never a good idea whether you think you're better or worse. I have mates who've got six packs but I don't give a shit lol. But I do appreciate it's different for girls.
Be sensible in your approach to trimming down and do it gradually, with a reasonable caloric defect and balanced diet. Don't starve yourself because this will be counter productive in the long run and your health is more important than your image.

This is an incredibly common source of insecurity in women, and one that makes no fucking sense. Hardly anyone else notices or cares. I can't see them from your picture, but I highly doubt anyone but you is worrying about them.

I guess maintaining a healthy body and being physically fit, while understanding that no one's body is perfect, and that most people don't even notice or care about the flaws you perceive is out of the question.
Take up tennis, you'll shape up those thighs in no time. Off the computer, onto the courts!
