You want to take a pre-workout 30 minutes before exercise (it doesn't have to be a bottled supplement, it just has to have caffeine-- coffee is great but mountain dew can suffice) and you want to eat a small sugary snack right after so you don't feel fatigued the rest of the day.
Don't make the mistake of not eating before a workout, because your body supposedly only has fat to burn then--- anyone who says that, has no idea how the body works.
Eating 2000 calories a day and burning 500 through exercise is gonna have the same end result no matter if you eat before or after exercise. The difference is how you're gonna feel and how easily it will be achieved. Caffeine before a workout is going to get you that extra sprint, rep, set, etc.. that is ultimately going to make you burn more in the day. A little sugar (just a regular candy bar, not 4-5 king sized ones) after your workout is gonna improve your mood and keep you active the rest of the day instead of sitting on the couch all day. It's also good to reinforce good behavior with a treat for sustainable mental focus to get through months and months of continuous exercise.
Ultimately, put in the work and you'll get the results regardless of the times that you eat. But if you're looking for every edge possible, a preworkout is a must and a postworkout treat is a good added option.

Eat a small sandwich or a granola bar before you take off for a run. You should eat a medium-size portion of healthy food after you exercise. Make sure to drink plenty of water!
If you exercise on an empty stomach, you will use your reserves to produce energy (so also fat if the rest is used), but it will be a hard training because the body does not like to start your diesel (fat burning) :-)

Well I've heard exercising in the morning on an empty stomach is best. But exercise at any time of the day and after any meal is better than no exercise at all.
No, in fact you need to. You need a lotta carbs and some protein before and after.
It is recommended to have a gap of at least 2 hours both before and after exercising, especially if you're intending to lose weight. I'm not an expert on this matter though, so someone else might be able t come up with better advice.
