Lonely Situation

I am in a very bad situation that leaves me isolated from the rest of the world for about half the day and the weekends.

I am a freshman in college, and coming out of a year of high school after being homes chooled I was hoping to get out and make some friends, a change from being shy, with few friends. But my parents had me live at home instead of living in the dorms. This sucks because I don't have a drivers license (another product of homeschooling), so I really can't get out, party and meet people.

I've talk to people in my classes and stuff but because my time on campus is limited because of transportation and living situations its hard to really get to know someone and have a good time.

As a result my weekends are spent at home, aside from sporting events. getting home after a party creates a huge problem.

I hope to get my license soon, and get that resolved but until then how can improve my situation and go about meeting people? for instance how should I go about asking a girl in my class to lunch, not a date but as friends?

and when I do get my license how should I go about asking people about parties, hanging out? since it might be a bit strange that I am asking it so far into the year

As far as asking a girl out to lunch just make sure you ask her when you know she's free for the next hour or so and that way she won't feel horrible about having to tell you no. Just go up and ask her what she's planning on doing after class and if she's free(which you should have already checked out and confirmed) then just be like, well I'm a little hungry you wanna go somewhere with me and get something to eat?

as far as getting into the social scene just make sure that you're making an effort to talk to people during class or when you're hanging out somewhere. ask another person's opinion about something or to look over notes you took and ask if there's anything you should add, if you know somethings coming up then ask someone what their plans are gonna be that night or weekend, it's important to get comfortable with carrying on a conversation with people you don't necessarily know especially when you're use to doing something like home school where you aren't usually put into a group of people you have to make a conscious effort to get to know.

i think mentioning that you were homeschooled is a good thing. also, you can look around for meeting up groups - say, if you have a language you're learning look for practice groups on meetup.com. or I'm part of CouchSurfing, check the website if you're interested (and they always have events in the city, or you can make international friends - all if you're willing) It's never strange to ask. :) Good luck!

Well it's all about networking I guess, and then it just all happens on it's own. A simple example is: do you know anyone good enough to call up and hang out with yet? If you do then through him you'll meet other people, and go places that have other people to meet.

Also it's pretty common for people to hand out flyers for parties at random especially in college.
