Solutions for a skinny fat person? Please?

so I'm 5'10" and weigh 59.8kg.
however I have some love handles that aren't very big and my waist is about 28 inches and I have a small belly which rolls when I sit and I have big arms.
but my hip bones are visible and my knee bones too. Also a little of my elbow bones.
i really want to melt of the saddlebags under my arms and my belly.. I eat 6 healthy (Vegetarian) short frequent meals and do brisk walking with inclination on the treadmill as well as some Pilates and I try to add some weight lifting but I'm not quiet sure which ones to do. Help?😂💪🏾

also could you please suggest some protein rich vegetarian meals?
and I'm 15.. is it advisable for me to have whey protein and if so could you please suggest me which one to opt for?
