OK so like if I see a hot girl somewhere whether it be at the mall, gym, dunkin doughnuts wherever I wanna say hi or something but I get nervous and freeze up because I feel like girls would think some stranger saying hi is creepy and they'd think of it as just another guy trying to pick me up, but advice on what I should do next time I get an opportunity like that?

Start by catching her eye and smiling, maybe winking. If she reacts positively, try to eye-flirt a little. Wait, and try to bump into her at a different store/food court in the mall, maybe go to the machine next to her at the gym, and if you're at a restaurant, buy her a drink or something.
