Well you have to overall lose weight on your whole body, you can't target exactly one spot. Cardio is very important if you're looking to lose weight , since the movement targets your whole body. Also, planks are very good if you want to lose weight on your back and stomach, it targets your core. For your diet eat lots of fruits and vegetables, try replacing soft drinks with water or fruit juice and don't entirely cut fats out of your diet you need good "healthy fats" because you're body needs them and if you eliminate it from your body, your body retains them.

I recommend the Insanity workout series. If you have not worked out in a while, it will kick your butt and leave you sore, but that will wear off after about a week, hopefully.
Also, do not eat anything for at least two hours before you go to bed. Lastly, if you are drinking soft drinks of any kind--even the diet ones--eliminate them. Don't even take a sip.
Avoid eating sweets and foods with a lot of sugar and salt.
Do a lot of sit ups to loose the stomach. Also jog around a track or jog on your treadmill.
Also eat fruit and vegatbles. Drink plenty of water.

Okay... here's some advice.
1. Soda, sugary foods, microwave dinners, fast food--stop. Don't eat any of it. None.
2. Drink a lot of water, and a lot of green tea. No artificial sweeteners.
3. Cardio four days a week if possible.
4. Weight lifting two days a week.Eat less, and sweat often.
Losing bodyfat isn't a mystery, it's just hard work.Diet and start do cardio then increase the intensity
