Well you can tone them with leg exercises such as squats and using leg machines in the gym like the leg extension. This will help lose fat and make them more toned. However they will probably get bigger due to muscle gain. If you want more lean legs, you have eat properly and do cardio so your legs have a more fit lean look rather than a sporty bodybuilder look. Running is great for that since it works your legs but is a great cardio workout. You usually notice runners have nice lean legs.

You can go on YouTube and go on blogilates, the girl does exercises that target several parts of the body. There are also thigh slimming videos that are step by step! Hope it helped!
You can't spot reduce, you have to lose over all body weight and work towards it. Eat right and exercise!

You will only make them bigger with exercise.
Either lose weight in general... or just look like you do.Running up and down stairs, scissor kicks, running long distance, or walking long distances (4 miles approx), and jumping jacks.
Try jogging for about twenty minutes each day at least.
