This is not a bad thing.
You'll fill out as you get older. And you can work out yr upper body, and build yr shoulders and lats and delts and traps, and develop a nice V-taper.
Yeah, but, you know what you CAN'T do? Slim yr waist. Nope. Can't do it.
A, you have a genetically slim waist, or B, you go home. No choice C.
You'll see. A naturally slim waist is a godsend, dude. It's the one piece of the perfect male physique that you can't build in the gym.

by the way, my husband is pretty much the image of male bodily perfection. Like they resurrected a Greek god in the streets of Miami. He was a revue dancer for about 13 years, and he's still under 10% bodyfat at age 46. And... he wears your "freaking 28", exactly.
Sometimes a 29 or 30 because he's got a big ass. <3
So, you are in good company. To say the least.

Where do you shop? Where do you live? What kind of style do you have?
28 is a pretty common size in menswear, actually.
express and places like Macys, and for casual wear places like target.
In that price range you can check out the outlets of the higher dept stores. Like Neiman Marcus Last Call, or Saks Off 5th.
If you browse at those places you'll find plenty of things in yr size, and then you can get to know designers that you like -- then you can shop more specifically for those brands, later, once you've identified them. (You'll find some good deals, too. At those stores, sizes 30-34 get bought up fastest, and the 26-29 and 36+ go to even deeper sale prices a lot.)
You can also shop online. If you don't know specific brands, then Gilt Groupe isn't a bad place to start.
Yoox. com is a GREAT place for last-season Euro stuff -- just be ready to wait a week or so for the shipments to arrive (10 days on west coast). They carry tons and tons of stuff in yr size at good prices. Takes a while to sort through the sheer volume of stuff on their site, and their picture-taking is amazingly crappy, but you'll get to know more good designers that make yr size.

i think someone might wanna hit the gym if he wants to increase muscle mass around the torso. it's okay, some people are just thin, but u can always change that with an increased knowledge of food and exercise to make it work for u :)

Be careful with working out the obliques, tho.
If yr obliques look like the gentleman's in that picture ^^ then you'll be fine.
BUT.
Some men have a slight overlap between their lower obliques and their hip bone. In these men, the hip bone pushes the lower obliques outward -- but only the lower obliques.
This leads to an unfortunate situation in which they actually have muscles there, but they LOOK like they have love-handles.

Note the outward projection at the lower obliques. The problem is especially pronounced in clothes -- all of these guys would have to really watch it in white t-shirts, even though they're in excellent shape.
If you have obliques like these, DO NOT train yr obliques, or else you will only exacerbate this problem. There's really not much you can do about this, other than... well, not training the obliques. (:
Dude are you kidding me you have the best genetics for bodybuilding. A guy with a small waist puts more emphasis on the V Taper. Looks really aesthetic. Seriously if you have an 28 inch waist you should start lifting. You would look aesthetic as fck. Small waist for men is good. I'm a bodybuilder with a 32 inch waist. I would kill for a 28 inch waist.

Dude I would love to do it but I can't. I can't force myself to eat that much every day my metabolism is very high, and I can't see myself balancing school, homework, job, and on top of that going to the gym and eating like a mad men.
also I'm not blessed dude, I have flaws like not being tall, dark eyes and dark hair etc
My waist is a 26. I'm 25 years old, 5'10 in height and 175 lbs. They don't make pants for us because most people are just too fat. There's no market for people in good shape because most people in the first world are too damn fat.

And yes I look good and feel healthy and my doctor tells me I am very healthy.
Eh - normal stores but I have to try a lot of stuff on to get something that fits my legs at all. I just don't factor in the waist and just accept that I'm going to have to wear a belt if I want something to fit decently. Usually I end up buying a size 32 waist that's supposed to fit super loose in the legs. That ends up fitting about normal on me if I find a small belt and size it to near minimum.
So basically, with a lot of difficulty and it still isn't exactly right. You're waist probably isn't getting any bigger if you're done growing unless you gain some stomach fat, which isn't worth it in my opinion.
I'm exactly the same, sometimes I get lucky and find a 28 though. And don't you hate when the pants are so loose that they slip off of the belt's grip
perhaps yes haha, that's another thing the belts here are almost size 32 and above...

Don't sweat it!
I has a 27" waist when I was your age. I shopped for jeans in the kids dept. LOL Cheaper too.
Anyway in my 20's I started to get a little more meat on me.
That's totally normal for your age I was at 26 in high school I blew up to 40 now I'm back down to 34
Is it all genetics? My dad is a 38
Yea he told me he didn't get fat until his late 30s when he let himself go
