There are only 2 ways to lose weight. Those are as follows:
1) expend more calories e. g. exercise
2) Take in fewer calories, i. e. diet,
In #1 you are doing something - and it can often be something you enjoy, #2 you are denying yourself something. That is a much more difficult psychological barrier to break
Dieting is difficult because of the human body's all powerful need for homeostasis. It does not like change. The results of this are that dieting will often allow you to lose a few pounds in the beginning but after the first few, it is more and more difficult.
Exercise, expends calories (technically KiloCalories) though weight lifting is not the first exercise I'd recommend. It burns very few calories. It does, however, improve muscle tone which can make excess weight klook much more attractive.
Running, tennis are two things hat come to mind for a great way to lose weight

YES IT WILL!!
Working out, building muscle requires more calories!
Do cardio too, do both! Anyone who said no to this is clueless (like 90% of gaggers about fitness in general lol)
I say no. if you want the number to get lower then fix your diet. if you want to physically appear tighter and more defined then by all means, lift weights. i'm going to get into weight lifting when i get back to the US

It will help, but you should look for a good routine. Just going into the gym and lifting weights when you don't know what you're doing isn't a good idea, because you won't gain any benefit from it if your training is wrong and you could end up injuring yourself. There are plenty of simple routines on the net if you just google "weight training routine for women". Some are rubbish though, just make sure it's a full body routine. The weight should be heavy enough for you to only just finish the number of repetitions per set, which depends on your strength, just start light and work your way up, and make sure you lift correctly to avoid injury.
The easiest way to lose weight is to eat less. All you have to do to realize that is do some simple math. Don't go crazy and starve yourself, but cut your calories to a safe level. After that, probably long distance/duration walking at 4-4.5 mph. You'll burn more calories the faster you go, but beyond a fast walk a lot of people burn out... You can do more mileage walking. Weight lifting can burn a lot of calories and the muscle mass helps you keep the fat off because it requires energy to maintain, but you really have to work out hard for long periods to get that benefit. Easiest rout for fat loss is drop caloric intake and walk on a treadmill for multiple miles at least 3 times a week for a half hour or more.
If you're already down to "... only a tiny bit of..." body fat I doubt that there is going to be any Weight Loss due to lifting. On the contrary you will probably gain weight - Muscle.
Of course if we have differing views on tiny, then it might reduce it further.
How much you start with is completely dependent on how strong and physically fit you are and what results you want. For toning you are looking at VERY small weights and a large amount of repetitions. 15 lbs sounds a lot too much in my head.doing any exercise beyond what you do now will help lose weight. Walking around the neighborhood is a great way. Really the most effective way is to eat better. Note I didn't say diet, I said eat better. Cut soda, sugars and junk. Worry with weights if you want to be stronger or tone.
Calorie deficit is what loses weight. If you're at a deficit it doesn't matter whether you're lifting weights, doing cardio, sitting on your ass. You will lose weight but yes you should be lifting weights.

read that its perfectnot that good as running and other light athletics sports. most important as good diet I mean healthy, food not starving.
You'll wanna do compound exercises that work multiple muscles at once. Look up beginner weightlifting programs, I heard good things about starting strength. You're diet will determine if you gain or lose weight
You gain weight because muscle is heavier than fat. You should try running instead
what kind of question is this? how much do you start with what? that depends on the lift.
Yes. Lifting weights can definitely help you lose fat and get you toned. Do circuit training.
Yes it does! (:
