Will lifting weights help lose weight?

I had always done cardio and rarely see results because I don't have much body fat only a tiny bit of it. I mainly want to focus on toning so while lifting will it help me lose the tiny body fat. Also how much should I start with? Can I start with 15 lbs on each hand for a beginner or would that be too much? I'm 16 years, 120 lbs, and 5'1" if that does any help.
