First of all, dont just ask anyone about powerlifting. Powerlifting is different than bodybuilding. So make sure you know specifically who is powerlifting and ask them. Powerlifters mainly do squat, bench, and deadlift exercises, most of them leave out all other muscles. Also you can tell who is powerlifting by the arch in their back when they are bench pressing.
If you just want general tips on form, ask around to everyone and just do what most of them agree on. Or you can do your research online and know for yourself as well as make some friends!

You can just ask, say you are wondering if you're doing it right, could you get their advice. I'd suggest a personal trainer though, especially when involving power lifting as the risk of injury is much greater. You could also as a random guy for a spot, then as you are doing it he will likely tell you if you're doing it wrong or the best way.
If you choose to do this, find a guy who's got job headphones [earphones, etc] and that's not mid-workout.
Just walk up, say he looks like he knows what he's doing and ask him for advice. Or ask the guy at your gym front desk about it.
Just approach them or ask someone who works at the gym

It depends what kind of gym you go to. If you're at a normal gym it will be mostly full of bodybuilding guys who have no idea how to powerlift so it's no good asking them.
