Exercising definitely can help you. I have the same body type. I am almost 5'8" and didn't hit 100 lbs until my sophomore year of college- I eat everything and it just doesn't help. But if you work out a few times a week that will tone your arms and legs. and I hate to say this, but I gained a bunch of weight when I started drinking more lol. those cups of beer and late night fast food runs filled me out QUICK! haha. However, the healthy way to gain weight is definitely to work out- and eat more red meat.

ok go to the gym and use heavier weights than people would for toning. use like 50 lbs and stuff it will bulk up your muscle which will bulk up your arms and legs without looking fat and it has nothing to do with food. also eat a lot of protein its good for building muscle

You probably won't have to worry about looking like a big bodybuilder, though, which is a bit too much anyway
