The dermatologist is your best bet.
Although if you're talking about over the counter products,you have to learn what works for your skin and what doesn't.
A few things you have to take into consideration are:
-Acne type
-Skin type
-Affordability/Cost
-Allergies/Irritants
-Other ingredients

If you have whiteheads,blackheads or pustules(cysts) you should use a cleanser with Salicylic Acid
If you have papules you should use a cleanser with Benzoyl Peroxide
Skin Type:
If you have oily/Acne prone skin use a gel like cleanser
If you have dry/sensitive skin use a creamy cleanser
Affordability:
High end or drugstore brands
Neutrogena,AcneFree,Clean & Clear and Oxy are good drugstore brands
Dermalogica,Clinique,Bliss and Murad are good higher end brands
Allergens/Irritants:
Depends.Some people are allergic to Salicylic Acid or Benzoyl Peroxide
Other ingredients:
Just depends
For your face:
-Cleanse,tone and moisturize 2x a day.
Your cleanser should match your skin and acne type.
Your toner should be alcohol free.Witch Hazel is great for people with acne prone/oily skin.You can just apply it to affected areas,perhaps once a day,as to not irritate your skin
Your moisturizer should be oil free
-Exfoliate 1-2x a week.St.Ives Blemish & Blackhead Control Apricot Scrub is good for those with acne.They also have a green tea scrub for people with acne.It's more gentle.
-Use a masque once a week.Queen Helene's Mint Julep Masque is PERFECT for oily and acne prone skin.
TIP:
Once a week,cleanse your skin,but do not apply any products to your skin,your skin needs time to breath!
Again,a dermatologist is your best bet.

Anyway, make sure you're drinking plenty of water, not touching your face, changing your pillowcases twice a week and using good cleansers, toners, and makeup removers.
I have a prescription called clindamycin phosphate. It's a topical solution for acne. It keeps my skin under control. Also, you could see a dermatologist and they could prescribe you something like that because your acne is mild. I'm not sure what you want to use since you said not Clean & Clear, Proactiv, etc. But Clarisonic is a good skin cleaning system.
I know what you mean, I used to have, then a friend recommended me a doctor specialized in this, she gave me a lot of products, not just one. They were french so I think you can get it, the name is Trevissage: this is the main product, she told me to take a blood sample, so she could know how many medicine to give me, at first it was just a pill per day (you had to buy it every time you ran out if pills) and you had to be VERY responsible, like taking the medicine every day. Unfurtunately, I don't remember the other products name, they gave me lips product for them not to break and get dry (although I'm really lazy to be putting it every day) and a cream for preventing irritation on skin called "Dexeryl" the irritation hurts when it comes but it goes away in a day or 3 so use it often. I think the Trevissage medicine comes with other products for this but the doctor wasn't really sure about them.
The wisest here is to go to a doctor, don't just search one randomly, ask friends, family, people for suggestions. These doctors know the right think to counter this. It may be lengthy, I know, but aftef some months, you are going to be all new.
There are two reasons cause acne. one is endocrine dyscrasia, the other is bacterial infection.
and I think there are more or less chemical substances in the product it not good for your skin.
so I think if you want to improve your acne ,first of all, you should have enough sleep,and don't dinking or smoking too much.
don't use the oiliness product to wash your face.
you must know what cause the problem and then to solve this.

Works great. My face is usually perfectly clear when I don't slack on applying it every day.
Ask your doctor and tell him it's bothering your and lowering your self-confidence -- he'll be able to write you a prescription for medication that is much stronger than the shelf stuff that most people use.
you can go to your regular doctor or a dermatologist... there are medicines that can only be gotten with prescriptions.
I recommend Mint julep masque, this product helped me so much you should try it..
