Forearms are largely dependent on genetics, like any muscle, the workout you have shown, o camt where there is mechanical tension, time under tension and progressive overload. Sure adding sets is progressively overloading, but you can't keep adding sets forever. A much more effective way to train them would be with grip training and direct forearm work, but ultimately your genetics will determine whether you can get forearms like that or not. Unless you want to use roids
this is actually a challenging workout routine. if you want to maintain a lean built body you continue your workout per usual. kill your forearms with isolated bar exercises. it will take forever because there is not a lot of tissue to build from.

they missing a step they have to eat there spinach
That spinach stereotype but I actually love spinach
It's the can itself. The way he squeezes the can to open it made his forearms big
Oh dear. He's a fictional character and for your information, spinach doesn't have as much protein as meet.
If you think he is a real character then search for the nutritional facts of a spinach. The way popeye squeezes the can making his forearms big is the best factor i can give.
