There is something very weird about this guy. I am guessing you are a client of his? First, by behaving this way in the work environment, he is displaying behavior that is at least very unprofessional. If he is a health care professional or something similar, his behavior is also unethical and immoral.
With doctors, lawyers, and perhaps a few other professions, there is a real power issue that can easily be abused, hence the ethical and moral questions. When you are in their office, you reveal intensely personal things. You are extremely vulnerable, and you have to place your trust in them. This is where you can be taken advantage of, and it is not fair.
Bringing you into an office alone and putting heavy moves on you is also very weird. If I were a woman, I would be wondering if I was about to experience a sexual assault. It would freak me out. If a guy is interested in you, there are better ways to get your attention and to find out if you would like to spend time with him.
It appears that he is willing to put his job and maybe his career at risk, and clearly he doesn't care if he scares you half to death by putting you in a compromising situation in a semipublic place. All he is thinking of is himself and what he wants...right...now.
Bad judgment. Poor or no morals. No sense of professionalism. No respect for you. Heavy handed and pushy. Stay away from him. If he is in fact a lawyer or health care professional, you might even want to consider reporting him to the licensing board. If he did this with you, how many other women has he done this with?
