Help? How to actually lose weight?

Hi 👋 guys,

I am 25 (F), I weight 79.6kg and I am 173 cm tall. I work from home, a 9-5 job, so I don't move much. I do suffer from PCOS, and my doctor has advised me to lose weight too. I have tried to eat around 1600 kcal per day, but I feel so hungry, and miserable throughout the day, and have no energy. I feel so depressed, everytime I weight myself the scales goes up, rather than going down. How can I lose weight without feeling hungry all the time? How many calories should I consume throughout the day and any tips regarding exercise? Shall I do some workouts?
