You sound like you already do a lot of leg exercises regularly. I'm sure your legs are very muscular. If you need to "tone" them, it's just removing whatever fat is left. Just lose enough weight from diet+exercise and your legs will thin out.
@ Tia, you complain about your "thighs" a lot and, from what I've seen in pics you've put here, they are FINE. Hell, your "fat pictures" were far from fat. You're over critical of yourself. I guess it's good if it's driving you to improve yourself, but at the same time it seems to be pushing to possibly be doing your body harm by working out twice a day and every single day of the week. Rest is good for the body just as exercise is.
It is common among women to obsess over trying to fix "flaws" about themselves that are pretty much invisible to everyone else. Tia is no different in this regard. The best thing you can do for her is ignore the psychological implication that is common among women and give her the advice she's asking for. Even if it does mean "fixing what ain't broke"
But we males enjoy trying to fix what is broken and what's broken is a woman who is clearly physically beautiful finding the tiniest or even non-existent faults with her appearances and obsessing over them. MUST FIX! The Y chromosome compels me :P

best way to tone your thighs...havecrazy mad passionate makeouts and more with me...yup...youre superhot! so...yeah.
Yoga and running that is how I got my toned really nice.
In regard to your update, you need to do at least 30 min of cardio each time. Ideal is 40-60 mins.

Just be patient, and let your body do its part. Just keep working out with discipline.
the "toned" look comes from lower body fat and a decent amount of muscle, so you need to build muscle I guess, which means heavy weights
