This is long but well thought out... If I had to guess I would say that you are fairly satisfied with most of your body but you just have that little fatty area on your belly. Obviously diet and exercise are what it will take but here's a couple specifics that will hopefully help. Regardless of what you end up doing for exercise try following a diet similar to this:
-Alternate between no/low carb days... and low fat days.
This works by starving your body of carbs and forcing it to use fat for energy instead.
Eat as few carbs (breads, rice, grains, google "low carb diet" if you need) for 2-3 days then switch to low fat for a couple days.
-On the low fat days... avoid fats, simple but hard to do since fat is in most foods. Just remember that the fat you find in fish, peanut butter, turkey burger and things like that is probably better than your big mac and fries fat. You can have carbs on these days but still don't go crazy (eating your carbs immediately post-workout is a good idea)
-As for exercise... If you can afford it or know someone who has it, I highly recommend Insanity. ... Hard to find a better exercise program for losing fat when it's done right. If not, no big deal. Just try to keep your intensity up in whatever you do. Running? try interval sprints. Getting into the gym is a good idea too. Find someone with experience free-weight lifts and have them show you proper form. Keep your rest periods between sets fairly low and again, be intense and deliberate with your training...
-As for the other advice given here, while crunches and ab work are a good idea and will strengthen your core, they won't get rid of that fat. You can do sit-ups til you're blue in the face but all you will do is bury a six pack under your "pouch".
-If you are serious about losing that fat... you will lose it. Just be strict with your diet and exercise routine. Plan it out and follow it to a T. If you do this you will be in tip top shape in no time and feel great knowing you did it right. Best of luck

Along with the with your exercise routine (which I assume is some sort of cardio), also do some weight training to stimulate your muscles. The body has a tendency to use muscle tissue for energy during and after exercise, so some weight training will tell the body the muscles are needed and the body will stop burning them and start with the fat!
I'm sure you've heard just about every other technique a thousand times but I think this is one that is greatly overlooked and is usually just what is missing for those who are having a hard time losing the weight.
You can't spot lose- which is tough.
To some degree- you will have SOME fat on your stomach, unless you make eating right and exercising your job. I've read some places that the way a woman's pelvis is tilted presses her internal organs against her stomach making some pouch/
However, I think you're doing fine- eating right and exercising regularly. It may be time to fine tune it- it sounds like you are in a plateau. Try trimming back certain foods- trim back how much you eat sweets, consume 2 fruits a day and no more (could be too much sugar), eat lots of veggies, and focus less on animal protein and more on whole grains and protein from other sources like Quinoi.
In terms of exercise, try focusing more on keeping your heart rate to about 70% of your max heart rate and keeping it there for an extended period of time, as long as you can.
Now is the time when you want to fine tune and tweak your workouts.
If it's in the stomach that you're having trouble losing, abs and core work is probably your best option. Try doing 45 minutes of pilates or exercise that will target the ENTIRE core, rather than just crunches on a daily basis
The reason why I recommend pilates is because it really focuses on developing your abdominal muscles the RIGHT way. Pilates stresses the development of a strong core and flat abs because it focuses on every little detail of the very posture of the excercises (eg holding your belly button as close to the spine as possible, correct breathing, etc). As a dancer for the past 12 years, pilates-type excercises have done wonders on my abs.
Push ups, sit ups, planks, etc. will all benefit you, but you want to make sure to hold your stomach right and do the excercises properly. If you don't, you can develop more "bulky" abs, which can also give the appearance of a pouch.

Eat more protein, less other stuff, lift more weights. You'll build muscle, lose fat, and look good. If you don't succeed, well, you don't hate yourself enough. See, I've recently lost 30 lbs (which is nothing since I'm f***ing gross and fat anyway and have way more to go) but the reason I have been successful is because I know that if I don't lose weight, I'm probably gonna have to put a bullet in my head before I'm 30. So if you start trying, and don't succeed, it's because you haven't hit the fat-covered depths of rock bottom.

Try to focus on exercises that focus on your abs. Try push ups, planks, crunches, sit ups, sitting russian twists, bicycles, warrior bridge, v-ups...
Just to name a few exercises that focus on abs. Also running helps with abs also. I run track and these are the ab workouts that I like to do.Some areas do not specifically lose fat as easily through diet or exercise... It would require something more drastic and not worth knowing about. I have a pouch of fat, but so does everyone who hasn't starved themselves completely or had liposuction. Anywho fat burns from all over when you exercise, say, just because you exercised your legs, wouldn't mean you burnt fat from just your legs, but equal amounts all over.
Cardio, Cardio, Diet, Cardio, Diet, Cardio.
Try to run for 45-60 minutes 6 days a week. Try and eat healthier while increasing mileage. After about a month you should notice a difference.
