What is the best diet/excercise plan out there for women to seriously burn fat?

i am fed up of being overweight my arms jiggle and my stomach is disgusting I have an apple shaped body and I don't know why but fat collects in my belly my legs and everything else is fine. I know you can't spot reduce, so I'm asking what's the best advice you have to get a flat stomach and kill off fat cells? should I do no carbs at all? no sugar only protein? and for exercise I don't want to build muscle I just want to burn fat. please help thank you.
